This action has to be called, so reasonably, there are actions that can be automatically set to print upon open or download. If the computer has settings to automatically print attachments, then you would need to disable the feature and then reload Outlook to let the rules defaulted in outlook take precedence. Rules for printing do not have to be setup on Outlook alone. The other option is to look at the systems settings. If there is a free or opensource viewer installed, then software could be designating all PDF documents to print upon opening. I would say look at the settings for the PDF viewer itself.
